Signing a tenancy contract and registering it are two things
A tenancy contract is the agreement between a landlord and a tenant. Registration is a separate step, handled by the Dubai Land Department through its Ejari service. Having one does not give you the other.

What is required, what it costs, and who can submit it change over time, and they are the official service’s to state. A copy here would eventually be wrong, and someone would act on it. The service below lists the current requirements.
